Foreign minister

A Foreign Minister or Minister of Foreign Affairs is generally a cabinet minister in charge of a state's foreign policy and relations.

Difference in titles

In some nations, such as India, the Foreign Minister is referred to as the Minister for External Affairs or, as in the case of Brazil and of the former Soviet Union, as the Minister of External Relations. In the United States the equivalent to the foreign ministry is called the Department of State, and the equivalent position is known as the Secretary of State. Other common titles may include minister of foreign relations. In many Spanish and Portuguese speaking countries in Latin America, the foreign minister is colloquially called canciller (chancellor).

Powers of position

A foreign minister's powers can vary from government to government. In a classic parliamentary system, a foreign minister can potentially exert significant influence in forming foreign policy but when the government is dominated by a strong prime minister the foreign minister may be limited to playing a more marginal or subsidiary role in determining policy. Similarly, the political powers invested in the foreign minister are often more limited in presidential governments with a strong executive. Since the end of World War II, it has been common for both the foreign minister and defense minister to be part of an inner cabinet (commonly known as a national security council) in order to coordinate defense and diplomatic policy. Although the 19th and early 20th centuries saw many heads of government assume the foreign ministry, this practice has since become uncommon in most developed nations.

Foreign and Commonwealth Office

The Foreign and Commonwealth Office (FCO), commonly called the Foreign Office, is a department of the Government of the United Kingdom. It is responsible for protecting and promoting British interests worldwide. It was created in 1968 by merging the Foreign Office and the Commonwealth Office.

The head of the FCO is the Secretary of State for Foreign and Commonwealth Affairs, commonly abbreviated to "Foreign Secretary" (currently Philip Hammond). This position is regarded as one of the four most prestigious appointments in the Cabinet, alongside those of Chancellor of the Exchequer and Home Secretary. Together with the Prime Minister, these are the Great Offices of State.

The FCO is managed from day-to-day by a civil servant, the Permanent Under-Secretary of State for Foreign Affairs, who also acts as the Head of the Her Majesty's Diplomatic Service. This position is held by Sir Simon McDonald, who took office on 1 September 2015.

    The Federal Foreign Office (German:  Auswärtiges Amt ), abbreviated AA, is the foreign ministry of the Federal Republic of Germany, a federal agency responsible for both the country's foreign politics and its relationship with the European Union. It is a cabinet-level ministry.

    The term "Auswärtiges Amt" was the name of the Foreign Office established in 1870 by the North German Confederation, which then became German Empire's Foreign Office in 1871. It is still the name of the German foreign ministry today. From 1871 to 1919, the Foreign Office was led by a Foreign Secretary, and since 1919, it has been led by the Foreign Minister of Germany. Since December 2013, Frank-Walter Steinmeier has served as Foreign Minister, succeeding Guido Westerwelle. The primary seat of the ministry is at the Werderscher Markt square in the Mitte district, the historic centre of Berlin.

    History

    The Auswärtiges Amt was established in 1870 to form the foreign policy of the North German Confederation, and from 1871 of the German Empire. The Foreign Office was originally led by a secretary of state (therefore not called a ministry), while the Chancellor remained in charge of foreign affairs.
